The picture shows the traditional activity of finding seashells at the beach called "Mengurid". It's a famous free time activity among Brunei, Kedayan and Bajau people in Sabah, Sarawak and Brunei Darussalam. It's a very simple activity that uses a tool similar to a rake for gardening as it has a row of metal teeth or sticks. This 'rake' is used to make a trail in the sand to unearth the seashells. Seashells are commonly found in a beach drift, which is a natural detritus deposited along strandlines on beaches by the waves and the tides. Shells are very often washed up onto a beach empty and clean.
